Is there a way to download a report showing all receipts uploaded in a given year?

Click on printer icon, save to a PDF.
You can also use Batch action to Export the attachment images.

The Gear icon is where you can access QuickBooks Online settings. This is located at the top right corner of the page. Please see the image below.

April 08, 2023 02:40 PMI've selected only the attachments that I want to print, but the print button creates a document with thumbnail images and ALL expenses, even the ones without a checkmark. Is this feature not working correctly?

Usually, clicking on the Printer icon allows you to print the whole Attachment page. It includes all of your images marked or not.
The selection option beside the Thumbnail column is for Batch actions purposes. It allows you to Export , Create invoice , or Create expense . I'm adding this screenshot as your visual reference.
As a workaround, you can download the attachment, save it to your file, then print it. Or,
